==== The Tcl surprise ====

Most of these libraries, including a SQLite interface, are already available in Tcl (or are "one step away" in C). It turns out that there is a history of TCL being used for "glue applications" in professional observatories.

For example, AudeLA is a scriptable Tcl/Tk camera control package developed at the European Southern Observatory by professional astronomers for control of an all-sky-camera.  Since then it has developed into an open source Tcl extension and is still under development with a small userbase, mainly in France.
